Export controls are federal regulations that govern how certain items, technology, software, equipment, biological materials, technical data, and services may be shared, shipped, transferred, or accessed by foreign persons or foreign countries.

At 麻豆国产AV, export control considerations may arise during research, international collaborations, international travel, foreign visitor access, material transfers, technology development, and the shipment or sharing of research-related items or information. The Office of Research Integrity and Security helps the 麻豆国产AV research community identify potential export control concerns early so that research and global engagement can proceed in a compliant and responsible manner.

When Export Controls May Apply

Export controls may apply even when no physical shipment occurs. These requirements may be triggered when controlled technology, software, information, materials, or services are transferred outside the United States or released to a foreign person within the United States.

Researchers and staff should contact ORIS before activities involving:

  • International shipments of equipment, materials, software, biological specimens, chemicals, or technology
  • International travel with university devices, research data, equipment, materials, or prototypes
  • Sharing unpublished technical information, controlled technology, or restricted data with foreign persons or institutions
  • Foreign visitors accessing restricted laboratories, software, equipment, technology, or technical information
  • Research agreements that restrict publication, access, participation, or dissemination of results
  • Collaborations, sponsors, or activities involving sanctioned countries, restricted parties, foreign governments, or military entities

Why Export Controls Matter

Most university research is not subject to export control licensing requirements when the work is openly published, broadly shared, and conducted without restrictions on participation or dissemination. However, export controls may apply when research involves controlled technology, restricted information, certain international activities, foreign collaborators, or limitations on publication or access.

Identifying concerns early helps protect researchers and the university from regulatory violations, project delays, and compliance risks.

How ORIS Supports Export Control Compliance

The Office of Research Integrity and Security supports export control compliance by:

  • Reviewing research activities, international shipments, travel, collaborations, and restricted-party concerns
  • Assisting with export classification and compliance review processes
  • Helping determine whether safeguards, licenses, technology control plans, or additional reviews may be needed
  • Coordinating with university offices, sponsors, and investigators to support compliant research activities
  • Providing education and resources to promote export control awareness
